Mend Carver Cascade 2 GE Water Ge Model

I have water coming out of the outside vent when the water pump is switched?

I have a carver cascade 2 ge model water heater and over the winter the tank had not been drained so causing the ali tie rod that runs through the middle to snap.I have replaced this and all the seals but now find that when the pump is turned on its pushing water out of the outer cover where the gas burner is.
Any ideas please? HELP!!!
