GE Model GSD6610K01BB no water in wash cycle???

I have food particles stuck on dishes for sometime now dishwasher not cleaning well. water temp is alright. It seems to me the wash cycle the motor is running but there's no water inside the dw. I cant hear any water sounds just the motor running. When i opened dw to check it looked dry to me no water inside or at the bottom of dw. Water flows during the rinse cycle. I rinse the dishes and then stick them in dw and use electrosol. DW only 2 years old.

MY dw is connected to water supply and drainage direct in the basement not under the kitchen sink. Could that be causing this?
Would really appreciate advise/tips to fix this.
