Mend RCA DRC8335 Lock Power Problem

RCA model DRC8335 lock up and then no power problem?

My RCA DVD and VHS Combo model DRC8335 locked up and wouldn't read, eject, or play either the DVD or the VHS that are in the machine. The unit wouldn't power down and then it went blank and has no power. I pulled the cover and the fuse is ok. I noticed what I think is a capacitor that is domed and split on top. It says CEC-ECAP 1000 UF 16V VENT on it. Is this a part that I can get at Radio Shack and will it fix the problem?
