How do I tighten the drive cable on a yard machine lawn mower?

How do I tighten the drive cable on a yard machine lawn mower? The cable is not broken, I verified that. I pull the bar up to engage the self propelled, nothing happens. The cable does not pull the motor arm over to engage. The bar is completly closed/engaged, nothing moves at the motor for the wheels. Thanks
