Mend John Deere L111 Belt Blades Tractor

Why does belt slip (blades) on JD L111 lawn tractor? ?

It slips even when mowing relatively short grass with platform raised to max. Replaced belt to no avail. Belt tension adjustment is at max tension. I've removed one of the bracket bolts in order to get more adjustment out of it, which greatly improved situation. Don't want to leave it jury-rigged this way. Could tension cable possibly be stretched?
