Mend Craftsman 917.271131 Tractor Model

Craftsman Lawn Tractor Model 917.271131?

My Craftsman Lawn tractor model 917.271131 will not tighten the belt which triggers the blades to move when it is engaged. The attached spring seems to work but the pulley won't move to tighten the belt. Any suggestions?

The pulley was bound up with wet grass and such. Took a hammer and banged on it to work it free. Works fine now.
