2857DB tv toshiba blinking timer light?

on going problem, sometimes tv won't come on and the green timer light blinks, after many times turning off and on the tv will come on, this can be after a couple of trys or even after 40 mins, what is the problem? can it be fixed ? and would it be expensive, I have some experience with electronic control systens but not on tv's Thanks in advance .. mike
