My toshiba regza picture is distorted when I turn it on?

When I turn my regza on the picture is distorted until it warms up. Can it be repaired?

If just the picture is distorted then its the main board.If it's the colors that are distorted or smeared or not where there suppose to be it's a color problem which is the t-con board.
