F 9 fault on Ultracom 30sxi?

I regularly get th F9 fault indicator . It is not described properly in the manual. The problem seems to be dirt in the CH filter.When I take the filter out there is a tiny amount of black sludge. I clean this out, reinsert the filter put every thing back start the boiler and it runs. Is it possible thet the CH filter is too fine ?
