westwood T1300 electric clutch has faild to engage what checks can be made to see if it is mechanical or electrical failure?

With the pto switch engaged you should have 12 volts at the two wires to the clutch, if not there is an electrical problem, if you have 12 volts here it is a problem with the electro magnetic clutch itself, there are no parts to repair the clutch so its a new clutch.
