Cooling fans are nearly always very low power - the usual failure mode is seized bearings as the lubrication evaporates over time - usually a very long time. I have never known a fan cause a fuse to blow in any equipment but it is always possible that one might.
If the cooling fan is not working another component - the one the fan is there to cool - may have failed and be causing the fuse to pop.
