Mend RockShox Front Works Move

how can i fix my front suspension?

i have rockshox and one works the other doesn't move at all therefore shocks dont move at all with wheel attcked. how can i fix it? there is an alan key screw in the bottom of the shock with a hole through it would that be where you put the oil?
