how can I fix my handlebars on my bike?

to put the handelbars back , to were they should be , open the hexagon screw, . but not all the way, do not take it out, with it halfway open , get a hammer and tap the hex screw down, there is a cone shape wedge on the end of the hex screw, that pulls up as you tighten the hex screw, so if you tap it down , the bars are free to move, put them back the right way and tighten the hex screw ,
