how can I fix my delongi dem10.dehumidifier?

everything works when switched on but compressor only runs for a few mins then comes back on no water in tray

My DEM 10 is no longer working.
Have now removed cover.
12v Fan no longer runs. Compressor still ok for about twenty seconds, then whole unit switches off with yellow frost indicator showing
Test at fan plug shows only 3.12 volts.
The yellow electronic card number is: D2514-840
I am also looking for the solution. Heeeeeeelppppp????
