Mend Jeep TJ Heat Hot Problem

Heat blows hot air only wen the truck is driving?

Problem I'm having on my 98 4.0 S is that wen I stp at a light or the truck is just ideling the heat blows cold air, only when I am driving does hotair blow out, anybody know why
