how to fix my toilet flush?

i dont know the name of the cisten, i have two buttons on top of my toilet cisten and they dont flush but you can flush by removing the lid and lift the blue centre piece and then it drops back down, i think it might be the wire's coming from the buttons but not sure and not willing to fix it till i'm sure of the problem, can anyone help?
