cannot tighten button when lid on cistern shows without ring on top of cistern but ring is part of flush doesnt come off

Mary, normally the larger of the rings isn't used - its to allow for various thicknesses of cistern lid. If the button is used to actually secure the cistern lid - in other words the lid can't be lifted off without undoing it - we normally just tighten them up with fingers, no more.
