Mend Caroma Concorde Water Top Toilet

When I flush the buttons water starts flushing out the top of the cistern?

Caroma Concorde toilet. Have changed the washer, but when we put the lid back onto the cistern and flush the button water escapes from the top of the cistern and overflows.

Sounds like the flush valve is not opening.
