Water not entering the drum of my Hoover Nextra HNF 3157?

Hi, water is not entering the drum on my Hoover Nextra HNF 3157. I have checked the supply to the cold water inlet control valve and it's healthy. So I'm assuming that the valve may be at fault, but I'm not sure how to check that. I have a volt and ameter but I'm not sure how to connect it to get my answer. Please help.
