Starting a John Deere 2040s?

Hi
My tractor won't go!. I have tried everything I can think of (Diesel lines, control settings, etc.) but the hazards or warning lights are flashing when I turn on the ignition. Is there an inhibitor circuit somewhere perhaps on the pto preventing the tractor from starting
