If this happnes when an external source like a DVD player is plugged in then it is the connector or cable between the two devices.

If it is when view TV from the aerial, you may have lost the Red 'gun'. If you do not know what you are doing DO NOT FIDDLE; there are extremely high voltages involved. It needs a repair man.
