Mend Dell Inspiron 1150 Windows

No applications work on PC (Windows XP)?

When my PC boots up, no applications will boot if I double-click on them on the monitor. Same thing if I select them off the "Applications" menu. When I select or double-click an application (such as AOL or MS Word), the PC freezes for a second but after that nothing comes up. I can't even turn sound on (it's currently set on Mute). Has anyone ever seen this? This is a Dell Inspiron 1150 laptop I've had for about 2 years now.
