Hoover windtunnel brush belt to loose?

our hoover windtunnel self propelled U6436-900, brush is too loose it will not turn brush anymore put on new belts 380528034 and drive belt 38028035. the new brush belt 034 is still too loose and no way to tighten it up. HELP
