How do I FIX MY 1998 Vauxhall astra van 1.7 diesel?

When switching on ignition on Vauxhall 1.7 Astra van Diesel everything happens as it should but glow plugs light does not come on and Im unable to start engine. There are no warning lights stating a fault, can this be as simple as changing the glow plugs?
