Mend Hoover Performa 1100 Washing Machine Motor Repair

How can I fix my hoover performa 1100 ?

The motor seems not to have the power to rotate the tub, although it is trying. So I removed the belt, and now although the motor rotates it is very noisy. In addition I can see reflections of arcing, which I assume are from the brushes inside the motor. Do I need to change the complete motor, or maybe is it just the brushes which need replacing ?
