How can I fix the lower oven of my Zanussi double oven and grill ZCE 7701?

How can I fix the lower oven of my Zanussi double oven and grill ZCE 7701. Neither fan or heater operating continually. Occasionally they will operate for a few seconds. Supply is steady at the fan and heater but apparentely not being switched to neutral.
Is this done via thermostat?
