Mend Stiga 55 Combi Mower Blade Engine

Stiga mower 55 Combi blades wont tighten up?

The blade on my Stiga Combi mower keep loosening and spi9ning / wont spin on load. I have tightened up the bolt but the blade is still rotateable by hand and is not being driven by the engine.

The two fibre washers seem to be shiny and I wondered if they should be replaced. If so where can I get them from?
