Mend Vauxhall Combo 1998 Diesel Starting Problem

how to fix vauxhall combo diesel starting problem?

when the air temperature is less than 5 degees out side, my vauxhall combo 1998 starts ok(new plugs).....but after 3 seconds it cuts out......takes about 20 attempts to stay on......it dosent happen at 6 degrees and above....what could be causing this?
