Mend Fiat Punto 55 Electrical Control Panel

What is wrong with the passenger side front sidelight on my N reg Fiat Punt?

The passenger side front sidelight on my N reg Fiat Punto 55 fused and I replaced it but it made no difference. I looked at the fusebox and all the fuses are intact. The heater control lights are also not working. Is there some link between them? How do I remove the heater control panel to get to the lights or is it something else I can try?
