to check the thermostats you then need to know each one.
the first only has two wires and is only for the boil cycle, ignore this one unless the machine is failing on that cycle only

the other thermostat is the normal wash one.

your meter will be able to test the 40 degree by placing the leads on the contacts (left and one of the right ones first) and then placing the stat in a cup of boiling water (ensuring your test leads do not touch the water surface) if it gets a continuity circuit after sensing the heat then it is okay...if not then try again with the other right hand contact---if still no joy then replace stat and see how you go

in my opinion you need to check that the heater is working. if when the cycle starts and the water stops filling you should hear a noise like a kettle heating (a lot quieter though!) if you have an electrical test meter that will test resistance -UNPLUG the machine and take the back off - take the wires away from the heater element noting where they came from and put the meter on the two outside contacts (ignore the centre its the earth, if you get a reading above 10 ohms then the heater is okay-- if you get a 0 or infinity reading then the heater is open circuit and you need a replacement ---cheap and easy
if the heater is okay then you need to check the thermostats
