Firstly, if the alarm triggered with a power disconnect, it suggests the internal backup battery requires replacing .. available from Maplin, Screwfix direct and electrical wholesales for around £8.
Not sure why the strobe would continue after a reset, but you could try the following :-
Prog,9,9,9,9,1,2,0,reset,reset.
that sequence initiates and then cancels a strobe test from the engineer menu. ( providing the engineer code hasn't been changed from the 9999 default.)
