Mend Craftsman 917.372851 Lawnmower No Start Spark Plug

how can i know what the issue is with my craftsman eager-1 5.5hp lawnmower?

I have a craftsman eager-1 5.5 hp, model# 917.372851 that I got from a friend. It doesnt start. I have changed the gas & spark plug. oil seems ok. dont know much about lawnmowers. the thumb primer(or choke push rubber button) is cut off partly. could this be the problem?

This might not be all of the problems but is one of the problems because to crank it needs to be primed so the carb can pick up fuel
Pull the plug and lay it on metal frame and pull to crank ...see if plug fires ...if not its a bad ing module or safty switch
