Cant Start Kirby HK30 Engine?

Hi, My lawnmower stopped and i cannot start it again. It has an HK30 Kirby engine. I removed the spark plug and cannot smell or see any fuel getting into the chamber. I removed the Carburettor and again it seems no fuel is getting to the chamber. When i remove the air filter and crank it over, fuel gathers under the filter. i.e opposite end on the manifold. Seems it is blowing instead of sucking fuel????
