Black and Decker Lawn Mower Starting Problems?

My Black and Decker Electric mower won't start unless I do the following:
1. Remove battery
2. Turn the blade by hand (sometimes it's hard to turn).
3. Replace battery

It will start if I use this procedure. I tried lubricating it, but that didn't help.
Very annoying to do this every time to start it. Any ideas?
