Tumble drier not spinning?

I have a hoover vision HD vhc691b condenser dryer which won't spin.it has power and the lights are on. It looks like it tries to spin as it moves slightly but then stops and the 3h light comes on.

It did it yesterday and then worked again for a short time. - can you advise please?
