Reebok 800es treadmill erratic speed?

I have an older Reebok treadmill and the speed seems to be higher than expected. Also on start up when I try to go to a lower speed (1.0 down to 0.8), the belt speeds up faster. Can someone point me in right direction to diagnose this one? Thanks!
