Mend Main Combi 24 HE Boiler Heating

Why does my Main Combi 24 HE sound as if it is continually filling up?

There is a constant noise as if the boiler is filling up, the pressure does not increase however if a tap is turned on the noise stops
Have drained the whole system but to no avail
Please help
