shower wont cool down?

my shower will stay very hot even when switched write down to one

as a guess, there is insufficient cold water flowing,it could be a filter thats blocked. As with most requests for help as much information as possible helps to formulate an answer i.e. type of shower electric,power,or mixer.and make and model also helps
