Mend Sukida Dragonfly 50cc Starting Plug Battery

sukida dragonfly not starting?

I have my sukida dragonfly 50cc, it has had a new spark plug and fuse the battery and lights ECT all work but when I press the ignition it tries starting and then it drains the battery and wont start... been told it could be something called a rev screw? does that sound like the problem?
