Definitely not a smoke detector. The only other thing in the cupboard is the electricity and gas meters but it definitely sounds more like its coming from the Alarms CPU box.
I dont have any pre pay meters so wouldnt expect them to beep.

Well if the keypad has no zone's lit or a flashing or lit tamper light, then I'd check your smoke detector?.
I've never heard of an accenta acting as you describe,but that don't rule out a duff battery either.
Check your smokes or c'mox detectors.
