Mend Hinari HI-508 Cartridge Not Working

Changed the cartridge in my Hinari Steam iron but still not working?

My Hinari steam iron stopped putting steam out through the iron and pumped it out from underneath with a loud whistling noise.I did change the cartridge but it has made no difference and the water level goes down really slowly.Anyone know the problem and answer please?
