My Pre wash light isnt going out?

Hotpoint Washer WMA33
the pre wash light isnt going out and the full wash cycle isnt happening, even if I move it onto another wash .
I also need a new rubber seal, does this effect the wash cycle.
I also need to tell the age of the washer can anyone help me please.
