This guy's problem is probably fixed by now but this post helped us solve a similar issue, I took apart the spigot looking for the blanking cap but found nothing - it had wedged into the drain hose when and come out. Initially we thought it was a valve of some sort but it turned out to be the blanking cap wedged in.

remove the filter and then shine a torch in to the filter housing and check to see if anything has jammed the drain pump impellor.you say its brand new as in just been installed???.if so did you connect it under a sink on to a plastic spigot?.did you remove the blanking cap from the spigot?.such a common issue!
