How to open Frister Rossmann Cub 7 Foot Pedal?

The foot pedal is not working properly and I want to open the foot pedal to fix it. The screw on one end turns but does not seem to do anything. No other obvious way of getting into the pedal !!

Does anyone know how to open the foot pedal ?
