Mend Karcher 411a Pressure Washer Replaced

Karcher 411a pressure washer motor stalls instead of switching off?

I have replaced the bypass valve, which has restored the pressure, but on releasing the trigger, the motor is switched off only momentarily, so it stops and then tries to start against too high a back pressure, when it should remain off. I have replaced the pressure switch, but no improvement. Is this an electrical fault or a mechanical/hydraulic fault?
