HOW DO I FORMAT DVD'S?

I HAVE BEEN ADVISED TO FORMAT MY DVD'S, BUT MY VERSION OF NERO DOES NOT HAVE THIS FACILITY. MY COMPUTER TELLS ME TO INSERT A DISK WHEN THERE IS ONE IN ALREADY OR IT TELLS ME THE DISK IS FULL WHEN IT IS NOT. I THOUGHT DVD'S WERE FORMATTED BY THE MANUFACTURER.
