Petrol gauge not working?

my petrol gauge doesnt work in my volvo 740.it floats empty to full reading regardless whats in the tank,i have changed the instrument panel with no success.

is the wiire trapped ,worn ,making it earth out. if you disconect the tank unit it usually reads empty or the tank unit may be at fault
