Re-pressuring Jaguar combi boiler?

The 'refilling' loop is attached to two pipes, each with a tap above the loop. Which ever combination of the two taps turnng 'on' or 'off' I can't seem to get the boiler to refill. Does the boiler need to be switched on? any advice please! thanks.
