Mend Hotpoint WMF720 Washing Machine Smell

doesnt show any water ?

my washing machine doesnt even fill up with water to the door like says it should in the manual . its a hotpoint aquarius+ wmf720. only fills with water on the rinse cycle but the clothes still come out smelling and stained
