computer power lights flick and off?

i put the computer power on nothing happens, i try fidddling with the power cable at the back off the pc the green lights flicker on and then off as if there is no power

If touching the power cord get you some sporadic power, it probably mean that your power cord is badly damaged.

Get a new one. Most computer or office supply shops should have some available.
